BRIAN BRANDSTETTER has represented major property taxpayers for more than 25 years and has worked with jurisdictions in 23 states to control property taxes for his clients. He's a registered Senior Property Tax Consultant and held positions including Regional Manager, IT Director, Senior Consultant and Vice President for national consulting firms. Brian holds a bachelor's degree in Geology from Mesa State in Colorado and a master's of science in Mineral Economics from the Colorado School of Mines. He was formerly a licensed appraiser in Colorado, and is currently a member of the Texas Association of Property Tax Professionals, Texas Association of Assessing Officers, and Certified Member of the Institute (CMI) for Professionals in Taxation.
LEIGH ANN COVENTRY has worked for PTS since 2008 and has been a licensed Property Tax Consultant since 2013. Leigh Ann earned her BBA from the University of Texas at Austin; majoring in finance with a real estate concentration and a minor in supply chain management. Since 2011, Leigh Ann has completed five full marathons.
JACKIE DEAN has been with Property Tax Service Company for more than 14 years. In that time, she has become directly involved in working on valuations for a large majority of our clients in taxing jurisdictions nationwide. In addition, she handles the filing of our client’s business personal property returns and heads the Missouri office. Prior to working at PTS, she served as office manager in a real estate appraisal company for five years. She has a bachelor’s degree in Business Administration with an Accounting functional major from Central Missouri State University in Warrensburg, Missouri. She is a registered Property Tax Consultant and a member of the International Association of Assessing Officers.
SHILOH FRANK has been with Property Tax Service Company for over 12 years, managing the daily operations of the firm. She oversees the tax bill tracking, receiving, and processing for our clients, working closely with tax jurisdictions nationwide. Shiloh has an Associates degree in Accounting and handles the accounts payable/receivable duties at PTS. She also assists in the filing of business personal property returns and appeals for our clients. Shiloh is a member of the International Association of Amusement Parks and Attractions.
DAVID FUNDERBURG serves Property Tax Service company clients by assisting with real and personal property tax appeals and administration. He joins PTS with nearly 25+ years of experience in the property tax industry, serving as an appraisal supervisor in the Lamar County Appraisal District in Texas, and as interim chief appraiser for a short time. David graduated from Paris Junior College with an Associates Degree in Business and attended The University of Texas at Arlington. He obtained a Registered Property Appraiser (RPA) certification from the Board of Tax Professional Examiners in 1995 and is a registered Property Tax Consultant. He is also an active real estate agent in Texas.
DIANA LACKEY has served Property Tax Service clients, for over a decade, by assisting with property tax assessment and valuation, and overall management. She has more than 25 years of property tax assessment experience and was the candidate endorsed by the Dallas Morning News in the 2004 race for the Dallas County Tax Assessor. Diana recently retired as the Chief Deputy Assessor with the County of San Diego, in California. She was responsible for the assessment roll totaling nearly $400 billion which included over 978,000 taxable real property parcels. She previously served six years as the Assistant Assessor in Santa Clara County, where she directed the operations of the department, with more than 240 employees and $199.8 billion assessed valuation. During her career, she represented the Assessor at conferences, participated as a guest speaker, and acted as the Assessor’s advocate at appeals and appraisal hearings. Diana has a bachelor’s of science in Accounting from San Diego State University, and held an advanced appraisal certification with the California State Board of Equalization.
LEE SIMMONS is a registered Senior Property Tax Consultant, has been active in the property tax business for more than 30 years. Lee’s father, Jack Simmons, began PTS over four decades ago. Prior to his four years with the Dallas Central Appraisal District, where he also served as Assistant Manager, Simmons was with Arthur Andersen & Co. where he helped establish the property tax department. Prior to that, he was with Arthur D. Little, Inc. in the property tax division. Lee has a master’s in Finance from the University of Texas at Dallas (‘80) and a bachelor’s in Accounting from the University of Texas at Austin (‘79). He is a CPA and is an active Real Estate Broker in Texas. He is a member of the American Institute of CPAs, Texas Society of CPAs, Dallas Chapter of Texas Society of CPAs, Georgia Association of Assessing Officers, Texas Association of Assessing Officers, Dallas Chapter of TAAO, Society of Auditor Appraisers, and International Association of Assessing Officers.
ZACH SIMMONS is the third generation of property tax consultants having previously been an auditor with Deloitte and worked in financial reporting on the industry side of business. He completed an undergraduate degree in Mechanical Engineering from Texas A&M College Station, as well as a Master of Accounting and MBA from The University of Texas at Dallas. Zach is a CPA and an active real estate agent in Texas. He is a member of the American Institute of CPAs, Texas Society of CPAs, and Urban Land Institute.
